The inclusion of a band plan, or a particular channel in any band plan, does not necessarily mean that the band or channel is available for licensing. This document is primarily intended for use by those persons who engineer and certify licences, and should be read in conjunction with the Spectrum Licence Certification Rules for Crown Management Rights (PIB 39) and the Policy Rules for Crown Spectrum Management Rights (PIB 59).
